HOMELESS PROJECT CO-ORDINATOR, OUTREACH OFFICERS & HEALTH AIDE

The National Council on Drug Abuse has signed a Memorandum of Understanding with The Ministry of Health for the support of the Project to SCALE UP HIV/AIDS TREATMENT, PREVENTION AND POLICY EFFORTS IN JAMAICA. Our focus under our part of that larger project is the identification, treatment and management of persons with no fixed address who have HIV/AIDs and Substance Abuse problems

PROJECT OBJECTIVES:

  1. To identify and quantify persons (with no fixed address) sleeping on the streets in Kingston, St. Andrew & St. Catherine
  2. To map street sites where the homeless reside
  3. To conduct prevention and treatment interventions with the population
  4. To screen for HIV/AIDS and Substance Use among the population
  5. To transport the homeless to referral institutions e.g., clinics and counselling centres
  6. To co-ordinate activities of services rendered to the homeless, including the police, NGOs, churches, Ministry of Health and local businesses
  7. To collect baseline data about this population and their health habits

PROJECT CO-ORDINATOR

Job Summary

To co-ordinate the activities and action plans in the MOU between the Ministry of Health/Global Fund and the National Council on Drug Abuse to ensure timely and efficient delivery. The position supervises three (3) members of staff.

The successful applicant should possess the following qualifications:

  • BSC in Social Work
  • Training in Substance Abuse Treatment and Prevention
  • Certificate in Counseling
  • Training in HIV/AIDS
  • Minimum of five (5) years working in the field of behaviour change
  • Minimum of five (5) years at a Supervisory Level
  • Experience in multi-agency collaboration
  • Experience in project management and implementation
  • General Driver’s License for over 5 years

OUTREACH OFFICER

Job Summary

  • To assess the needs of the homeless and make the necessary contacts for referral and treatment through other social and health services
  • To conduct prevention and treatment programmes with the population
  • To conduct counselling and training with the population

Qualification

  • Degree in Social Work
  • Training in Substance Abuse Treatment and Prevention
  • Certificate in Counseling
  • Training in HIV/AIDS
  • Minimum of three (3) years working in the field of social services
  • General Driver’s License for over 5 years

HEALTH AIDE

Job Summary

  • To conduct screening exercises for HIV/AIDS, STI’s and Substance Abuse, utilizing standard phlebotomy/VCT procedures
  • To investigate and locate the sources of STI’s, HIV/AIDS and suspected contacts
  • To conduct counseling in the prevention of STI’s/HIV/AIDS and substance abuse
  • Assist in the treatment of clients

  

Qualification

  • A health professional at the level of Practical Nurse, Midwife or Community Health Aide
  • At least three ( 3) years experience in their respective field
  • Knowledge or Training in the areas of substance Abuse, social services and HIV/AIDS
  • Skills in counseling including risk assessment and risk reduction for clients
    • Working with persons who have a high risk for HIV/AIDs infections
    • Working with persons with Mental Health problems
    • Working closely with persons with inadequate hygiene
    • Frequently working weekends, early mornings or late nights in dark and lonely places
    • Constant driving in a Public Passenger Motor Vehicle
